Each Icosohedron is replaced by the union of 12 smaller icosohedrons having 1/2 edge length?

An elegant fractal.

Are there gaps and voids beneath the surface?

You're right on the construction, but I'm not sure about the voids, I'd have to check the file which I don't have on me at the moment (different comp), I'll let you know.
